A woman on a lonely stretch of road saw several dogs chained to a pole, each on 2-foot chains, in the sweltering heat. The canines appeared unhappy, but she assumed their owner would be close by. It occurred to her that the dogs may have been abandoned later that night, preventing her from getting any rest throughout the remainder of the night.
